Project "Bulgarian National Capacity Self-Assessment (NCSA) for Improved Global Environmental Management", was a joint initiative of the Ministry of Environment and Water and the United Nations Development Programme (UNDP) funded with resources of the Global Environment Facility (GEF), started in December 2002 and completed in December 2004. The project enabled an in-depth assessment of the existing capacities of Bulgaria to fulfill its obligations under three UN Conventions (the Framework Convention on Climate Change, the Convention on Biological Diversity and the Convention to Combat Desertification) and supported analysis of further capacity building needs at the systemic, institutional and individual levels.

The NCSA has been conceived and implemented as a participatory consultation process involving all national governmental and non-governmental stakeholders in the fields of the three UN Conventions. This process led to the formulation of Capacity Building Strategy and Plan for Bulgaria 's Implementation of the Obligations under the UN Framework Convention on Climate Change, UN Convention on Biological Diversity and UN Convention to Combat Desertification .
